Ken Lynch
Sr. Director - IT Risk

Ken Lynch is a Senior IT Consultant with Cadre’s Risk Management Services. With over 35 years of banking and bank consulting experience, he is a proven IT professional.  During his career, Ken has served as CIO of three regional financial institutions, and for the past 15 years he has been a technology consultant to the financial services industry.  He is a results-driven consulting professional with extensive experience in leading complex engagements in the financial services industry covering a wide range of tasks, including governance, technical assessments, organizational development, IT value management, system selection and development, outsourcing analysis, IT strategic planning, and enterprise project management.

In his role as Chief Information Officer, Ken led the start up and restructuring of three regional bank holding company captive IT/Operations services companies.  This hand-on experience has proved invaluable to the projects that Ken has led as a consultant. 

 

He has managed multiple teams of consultants providing services in the development and maintenance of portfolio management and portfolio risk management systems based on browser-based technologies for a large mutual funds company.  He has also led strategic technology assessments, to include the areas of product delivery and IT governance infrastructure.  One such project for a $40 billion regional bank resulted in an enterprise reorganization of its entire IT value proposition and governance models.  For a large Midwestern government-backed specialty lender, he directed an outsourcing strategy planning process to assist in the negotiation of contract renewals with its primary outsourcer, which included assessment of the business strategy, technical infrastructure, application environment and market growth potential. As part of the project, he facilitated joint strategy sessions between the client and outsourcer. 

Ken’s experience also includes conducting a corporate IT strategy assessment for a $10 billion European financial services company, addressing vendor selection, organization structure, IT architecture, and implementation planning.  He also led a strategic IT evaluation for a $16 billion mid-market five-state financial services company, covering IT cost benchmarks, business alignment, architecture, application direction, organization structure and management processes. 

Ken holds a Bachelor of Arts in Sociology/Psychology from Bates College.  He attended New York University Graduate School of Business Administration and is a former board member of the National User Group of ALLTEL Information Services.

Charlie has twenty-eight years of direct sales, selling software and consulting services to the financial services industry. He has proven sales and sales management experience in the areas of Compliance, Risk Management, Security and operations improvements. Charlie has developed sales models to project sales growth, revenue, cash flow, and profitability, designed to summarize across product and industry channels. His past experience includes selling technology and performance improvement consulting services; as well as software solutions for Risk Management, Business Continuity Planning, Vendor Management and Compliance. A proven leader in sales and he helped start and managed a new consulting division that achieved over fifteen million in sales in three years.

During his 35 year IT management and consulting career, Joe Martino has developed a broad level of technical knowledge and expertise in a wide range of processing platforms.  He has successfully designed, implemented, and maintained local and global wide-area networks.  In addition, he has managed the selection, implementation and conversion of core accounting systems and related processing hardware, applications and networks. 

 

He has assisted financial institutions and others in specifying and selecting IT systems and related vendors.

He has led and participated in IT management, process, risk and control assessments, prepared strategic technology plans for financial institutions and commercial businesses. 

 

Mr. Martino’s most recent projects include preparing a Sarbanes-Oxley Section 404 IT risk assessments for a $65 billion financial institution. 

Mr. Proctor has a 40 year career as a bank executive and consultant to financial institution executive management.  He successfully developed national risk management practices with records of increasing sales. 

 

Mr. Proctor is a recognized industry expert in Enterprise Risk Management. Skilled in leading teams of executive managers and Directors through strategic change and organizational transformation. He has created organizations and frameworks to effectively manage risk and compliance, improve operational efficiency and increase profitability for financial institutions ranging in size from $400 million to $65 billion in the U.S., Central and South America and Southeast Asia.

Mr. Proctor is a frequent speaker and author on financial institution topics including risk management, profitability improvement, technology use and other topics. He is a faculty member LSU Graduate School of Banking and Southwest Graduate School of Banking as instructor in risk management.
